Federal spending executed by location (not the municipal budget)
Spending executed by the FEDERAL GOVERNMENT (federal agencies), not the city government's budget: each row sums the Transparency Portal entries (despesas/execução) for one month, location, function, subfunction and program, with committed, accrued and paid amounts. The location is where the federal spending was recorded (which is why functions like National defense appear in capitals); ibge_code is null when the entry has no municipality (≈74% of rows).
